Here we find that at most of the Public Ivies — as is the case at many of the elite private universities — the fl student graduation rate is far below the rate for white students.

Through all of this we are witnessing a dramatic reduction in public support for higher education and a shift of the burden to students and their families.

While the "public ivies" did not do anything "official" to cement the relationship, they too could have easily formed some sort of consortium and labeled themselves as such, giving them the same "artifical" category and artifical officiality as the private ivies did.
Clearly, much like there are private schools that are "better" than some of the ivies, there are also public schools that are better than some of the "public ivies." But because the designation was never "formalized" in the same way that the designation "Ivy league" was formalized, many schools have claimed membership in the category.
"Public Ivy" is an obvious shorthand for people who don't spend all their time (unlike those of us on this board) talking about higher education.

 What are the 'hidden ivies'
While creating artificial categories like "hidden ivies", "public ivies", or "colleges that change lives" may, in fact, be a ploy to sell books, I think these books DO serve the purpose of publicizing excellent colleges that don't happen to be in the US News top ten.
The ivy league is an original designation with a standard meaning, plays on that are trying to capitalize on it for no reason other than to promote themselves.
True, the title “Public Ivies” perpetuates the practice of inclusion/exclusion, but more importantly it broadens the common conception of high-quality institutions to include other worthy candidates and it confuses the all-to-established system of classification.

The source for my observations are the state of Michigan--which has had a deregulated free market for its public institutions since approximately 1817, when the University of Michigan received its charter--and the state of New Jersey, where Governor Christine Todd Whitman substantially, but not completely, deregulated the public baccalaureate institutions in 1994.
If the charter agreement specifies that, and specifies that the institution so freed on the procedural side will be accountable for the results of student learning on the substantive side, we think that it's a win-win bargain for both the state and the institution.
In my own assessment, as in theirs, there's far too much regulation and oversight of public colleges and universities, a huge fraction of that effort is counterproductive, and steps to reduce or eliminate that regulation and oversight, in my view, for all publics--not just for charters--are in and of themselves unquestionably worthwhile.
