  Public Library of Science - Wikipedia, the free encyclopedia
The Public Library of Science (PLoS) is a nonprofit open access scientific publishing project aimed at creating a library of scientific journals and other scientific literature under an open content license.
The Public Library of Science began in early 2001 as an online petition initiative by Patrick Brown, a biochemist at Stanford University and Michael Eisen, a computational biologist at the University of California, Berkeley and the Lawrence Berkeley National Laboratory.
The initiatives of the Public Library of Science in the United States has initiated similar proposals in Europe, most notably the "Berlin Declaration" developed by the German Max Planck Institute, which has also pledged grant support for author charges (see also the "Budapest Open Access Initiative").

The University of California libraries today (Thursday) demonstrated their commitment to supporting innovations that provide wider dissemination and facilitate easier research access to scholarly publishing, as they announced that the University of California has become an institutional member of the Public Library of Science.
With a mission to make scientific and medical literature a public resource, the Public Library of Science (PLoS) is a non-profit organization that was founded in 2000 by Nobel laureate and former National Institutes of Health director and UC San Francisco faculty member Harold E. Varmus and colleagues.
On their Web site devoted to reshaping scholarly communication, the libraries of UC's 10 campuses noted that comprehensive access to the expanding volume of scholarly materials necessary for research and teaching is at risk for UC as it is for higher education generally (see: http://libraries.universityofcalifornia.edu/scholarly/).
