	Quality Public Services - the PSA view
		The number of employees in the core public service was reduced by 50%, and the capacity to perform even "core business" became a major issue.
		Public service culture is changing, and PSA delegates are working to re-establish enterprises that are not only good places to work, but are good places to get services from.
