Public defenders are employed by the government (at the federal and county level), or they work for non/profit entities funded by the government (see below), as opposed to criminal defense attorneys in private practice.
Public defender agencies of all kinds are supported by public funding, but do not take direction from the government as to the acceptance or handling of cases.
To ensure that each defendant is afforded his constitutional right to a zealous and loyal defense, jurisdictions may have several public defender entities, or a "conflict panel" of private practice attorneys.

The mission of the Public Defenders Office is to provide the highest level of representation possible to each client, to preserve the rights of the client, to advocate for positive change within the justice system and to provide assistance to the client as indicated to prevent future offenses.
In 1999 the Public Defenders Office was instrumental in the founding of a Drug Treatment Court in Genesee County, which represents an innovative new method of dealing with addicted, non-violent offenders through Court enforced treatment and which represents a means of breaking the cycle of addiction and rearrest burdening our courts.
Public Defender Gary Horton was awarded the Leadership Award of the Genesee/Orleans Council on Alcoholism and Substance Abuse in November of 2001 and the Constance E. Miller Commitment to Excellence Award from the Genesee County Mental Health Association in October of 2002.

The office of the Alameda County Public Defender (ACPD) is the second oldest institution of its kind in the United States.
Whatever the case category, all Public Defender client applicants are carefully screened by legal staff for indigency -- county funded legal services are provided only to those who lack the means to hire private counsel -- and applicants are screened again for possible conflicts of interest.
Approximately 10% of incoming matters are rejected by Public Defender staff attorneys because of conflicts of interest (as for example when more than one defendant is arrested for the same crime) and these cases are handled under contract with the Alameda County Bar Association (ACBA) by appointed private attorneys.

The lawyers of the Public Defender Division carry on a proud Massachusetts public defender tradition, born more than fifty years ago, of providing zealous advocacy and the best possible representation to their clients in serious criminal cases.
Although all Public Defender Division trial offices accept a limited number of serious cases for clients in Juvenile Court, the CPCS Roxbury office has a separate division, the Youth Advocacy Project (YAP), whose lawyers represent only children in delinquency and youthful offender cases.

This ad hoc method of appointing counsel for indigent criminal defendants proved to be unworkable in several respects, not the least of which, from the County's perspective, was the absence of adequate cost controls.
Case assignments are made by the program staff on the basis of the nature, seriousness, and complexity of the charge, matching the skill and experience of the individual lawyer to the client and his or her case.
When the Private Defender Program is appointed to represent several co-defendants, the program is able to avoid the potential conflict issue, because the program's involvement in the individual case is limited to assigning the several clients to separate attorneys, each of whom is in private practice.

These articles have received extensive attention on several of the other public defender blogs, only a few of which I have actually perused up to now, but you can clearly find more starting with these (2 of which - Blonde Justice & Skelly Wright's Arbitrary and Capricious - are my favorites).
The study didn't specifically look to see who did a better job, but in general, the only glaring error that they discussed by a public defender was when a PD didn't investigate some witnesses juvenile criminal backgrounds because she hadn't researched the area of law in question because she was too busy.
The cruel irony is that the co-defendant fired his public defender, someone who had once trained me and was a pretty good lawyer, in order to get this lawyer, who was the worst lawyer I have ever seen in trial.

The Defender Association of Philadelphia is an independent, non-profit corporation that was created in 1934 by a group of Philadelphia lawyers who were dedicated to the ideal of high quality legal services for indigent criminal defendants.
That ideal continues today, as some two hundred and fifteen full time assistant defenders represent clients in adult and juvenile state and federal trail and appellate courts and at civil and criminal mental health hearings as well as state and county violation of probation/parole hearings.
