What this likely means is that, in addition to the public holidays to be observed on May 25 and October 12, 2007, government services and agencies can be assumed to be functioning on a public holiday schedule, on both May 24 and October 9, 2007.
For 2007 public holidays, this was specified in the executive decree 2369 of January 12, 2007, later amended concerning the recuperation days for Carnival (many web sites, such as link, still show the wrong recuperation dates).
Some of the bank holidays, legal holidays and public holidays for Ecuador are based on calendars whose determination is inherently approximate, as described in the footnotes below, which we strongly urge you to read.
