Dynastic law may take the form of constitutional provisions, public or statutory law (such as the 1701 Act of Succession to the English throne), international treaty, or house laws regulating the internal affairs of a Sovereign House but having public law effect of governing the succession to the throne.
Traditionally the princes of sovereign houses are 'international public persons' within the purview of public international law: Possessing right of succession to subjects of international law (i.e., a State), a prince is more than a private citizen whose relations are governed by the municipal law of his domicile.
The purpose of this rule of international law is to prevent the union of crowns through dynastic marriages and the origin of wars resulting from such union of crowns.

Thus, looking at the scope of existing private actor participation in international law from both the perspective of the amicus curiae and the more general practice of NGOs, the debate is not whether private actors should participate in international law at all, but the extent to which they should participate.
Modern states recognize the ability of other actors to have rights and duties on the international plane, a status that, while certainly not equal to states, is sufficient for those actors to participate in the formation, implementation, and even the enforcement of international law.

The ways norms are identified as international law include agreements negotiated by the affected parties, deference to a third-party decision-maker, academic persuasion and consensus, and custom (state practice and the opinion that the practice is dictated by a legal obligation).
Nonetheless, it may be invoked as a rule of international law, at least in claims based on injury to persons, because it is a general principle common to the major legal systems of the world and is not inappropriate for international claims.

 PILPG: Public International Law
PILPG advised the Government of Estonia as to the consistency of its draft asylum law and immigration law with basic principles of public international law and the 1951 UN Convention on Refugees.
PILPG reviewed existing Estonian laws on citizenship and on aliens to determine whether they were consistent with general principles of international law, various international agreements relating specifically to the rights of children, European state practice, and the guidelines set by the OSCE High Commissioner on National Minorities.
In conjunction with Cornell Law School, PILPG drafted a series of legal memorandums for the OSCE, Republic of Estonia, and European Commission on matters relating to the implementation of human rights norms, and innovative means for enforcing those norms.
