  Dáil Éireann - Volume 553 - 19 June, 2002 - Criminal Justice (Public Order) Bill, 2002: Second Stage.
Section 8 deals with the breach of closure orders and provides that a person who permits his or her premises to be open in breach of a closure order will incur a fine of €3,000 or imprisonment for a term not exceeding six months, or both.
The message should be that public order offences will no longer be shrugged off and will be treated seriously and that young people, particularly those in their late teens and early twenties, need to take personal responsibility for their actions and the consequences of their actions.
The fact that many cases involving a public order offence take up to nine months to come before the courts is not acceptable to the victims and is unfair on the community which has suffered the nuisance or damage, or in many cases both.

A person is guilty of obstructing ingress to or egress from public buildings when the person knowingly prevents any person from passing through any entrance or exit to a public building, except that this section shall not apply to lawful picketing or to picketing for any lawful union objective.

(2) Any person who, while present at a public gathering, has with him any offensive weapon, otherwise than in pursuance of lawful authority, shall be guilty of an offence and liable to a fine not exceeding $100,000 or to imprisonment for a period not exceeding five years or to both such fine and such imprisonment.

Most states already have extensive statutory powers to deal with 'live' public order situations (crowd control, special powers of arrest and detention etc.) but are now looking to step-up international cooperation and introduce measures aimed at preventing protesters from different EU states coming together.
In 1997, the Schengen countries produced a public order manual almost identical to the EU Joint Action with the additional possibility of coordinated operations and on-site command centres; this has now been incorporated into the EU framework.
The conference is titled "maintaining public order: a democratic approach", and the Dutch police intend to invite one member of the 'anti-globalization' movement to put their case, before the experts, who will be meeting behind closed doors, retire to consider the exchange of intelligence and a coordinated approach to policing the protests.

Public use data will be collected and reported at all areas either administered or managed by the NPS, whether solely or in partnership or association with other entities (i.e., states, counties, other federal agencies, private groups, individuals, or foreign governments).
Certain public use characteristics must be provided directly from visitors, e.g., how long they stay in the park, if they are visiting the park or just passing through, and park exit and re-entry factors during a visit.
A new park area should initiate with the PUSO a public use counting program when the park is staffed on a full-time basis and when NPS-administered property or facilities are open to the public and in use on a regular basis.

It is an offence under section 4A of the Public Order Act 1986 if you use threatening behaviour with intent to cause a person harassment, alarm and distress.
The Act may have been targeted at stalkers, but one of the first cases in which it was used was an attempt by an animal research laboratory to prevent a group carrying out a vigil and related actions outside its premises.
The defendants argued that the Act should not be used to restrict rights to public protest and the court agreed, saying that it would resist any attempt to interpret the statute widely.

The Criminal Justice and Public Order Act 1994 has 171 Sections, almost all of which have provoked considerable opposition from Civil Liberties groups, professionals in the legal and penal fields and groups of people who are directly targeted by the Act.
Previously under section 39 of the Public Order Act 1986 people who trespassed on land with 12 or more vehicles or damaged property or used threats or violence could be required to leave the land by police and arrested if they failed to comply.
Once the order has been made, they will then be forced to leave their accommodation at very short notice on pain of committing an imprisonable offence.
