When a public utility can generate or procure renewable energy at or below the reasonable cost threshold, it shall be required to add renewable energy resources to meet the renewable portfolio standard applicable in the year when the renewable energy resources are being added.
Any renewable energy resources that a public utility has committed to in reliance on the reasonable cost threshold established by the commission, even if later changed, shall be deemed to be in compliance with the renewable portfolio standard procurement requirements.
A public utility that procures or generates renewable energy shall recover, through the rate-making process, the reasonable costs of complying with the renewable portfolio standard that are consistent with commission approval of procurement plans for a public utility and with the reasonable cost threshold promulgated by the commission.

 RSNL1990 CHAPTER P-48 - PUBLIC UTILITIES ACQUISITION OF LANDS ACT
              (i)  where the applying public utility is unable to ascertain the owner of property, rights, easements, or privileges sought to be expropriated it shall state in its application that the owner is unknown.
             (2)  The public utility may, by its agents, employees, engineers, contractors, employees or persons authorized by the public utility, enter upon the land and do work necessary to survey or prepare a plan of the land for the purpose of preparing a notice to be served under subsection (4).
Rights of entry, possession, expropriation or otherwise under section 3, 4 or 5 shall not be exercisable by a public utility in reference to or in respect of lands or an interest in land belonging to another public utility.

Electric utility is not predominantly intrastate in character and does not carry on business substantially in a single state and holding company is unable to establish that it is only incidentally a holding company and that it derives no material part of its income from an electric utility subsidiary.
However, when a public utility engages in a large amount of out-of-state activity, there is the potential for the utility to escape effective regulation even if a state regulator controls the utility's in-state activity.
While we typically have evaluated the percentage of an applicant's utility plant that is located out-of-state, we have in the past also evaluated ownership of out-of-state generation capacity as one of the quantifiable factors we use in order to compare a company's out-of state presence with its in-state presence.

April 14, 2005 -- There is no public interest in the names and addresses of residential customers who file complaints about public utilities with a state regulatory agency, the New Hampshire Supreme Court ruled Monday.
The high court rejected the Public Utility Commission's claim that business names and addresses are also private, but found the public's interest in the residential information "virtually nonexistent," outweighed by the residential customers' privacy interest in "not being disturbed at home."
Lamy showed the court that complaints from Bedford had accounted for 29 percent of the complaints filed with the Public Utilities Commission district serving the town, a percentage greatly disproportionate to the town's population.
