		The public health service may insure the feeble-minded child a vigorous body, but unless the State's public welfare program is such as to segregate this defective and thus prevent his promiscuous breeding, society will be increasingly weakened by the perpetuation of the mentally defective, however physically healthy they may be.
		This includes the salaries of superintendents of public welfare, probation and school attendance officers, office help, office supplies, transportation, etc. In comparison with the work that is done and the various and serious responsibilities that are placed on the department of public welfare, this is an entirely inadequate sum to finance the work properly.
		On the other hand the county board of charities and public welfare, composed of three persons selected for their especial qualifications to serve cannot be expected to feel as great an interest as they otherwise might in the work of an executive officer for whose selection and program they are not responsible.

		Differences in attitudes towards public finance for welfare between those who make use of private services at a particular moment in time, and those who use public services, are less than might be expected, perhaps because of the complexity of public/private mixes in provision and service use.
		Welfare activity was already very mixed in its composition in 1979/80, with the 'pure public' sector - publicly provided, financed and determined - only making up 52 per cent of the total.
		Expenditure on welfare services that were privately provided rose from 41 to 49 per cent of total welfare expenditure between 1979/80 and 1995/96, while expenditure on privately financed services rose from 27 to 31 per cent of the total.

		The major goal of Public Law 104-193 is to reduce the length of welfare spells by attacking dependency while simultaneously preserving the function of welfare as a safety net for families experiencing temporary financial problems.

		The result: welfare rolls are down by 40 percent over the past five years and record levels of former recipients now working and paying taxes, not collecting them.
