bibleteacher.org: John Bunyan, The Pharisee and The Publican
True, the Publican's leprosy was outward; but the Pharisee's leprosy was inward: his heart, his soul, his spirit, was as foul, and had as much the plague of sin, as had the other in his life or conversation.
The Pharisee was a sectarian; the Publican was an officer.
So by publicans and sinners, is meant publicans and such sinners as the Gentiles were; or such as, by the text, the Publican is distinguished from: where the Pharisee saith he was not an extortioner, unjust, adulterer, or even as this Publican.

The Sunday of the Publican and the Pharisee is the first Sunday of a three-week period prior to the commencement of Great Lent.
He becomes, in the words of the Sermon on the Mount (Matthew 5:3), “poor in spirit.” He acknowledges that he is a sinner, and he knows that salvation is only found in the mercy of God.
The Sunday of the Publican and the Pharisee is celebrated with the Divine Liturgy of Saint John Chrysostom, which is preceded by the Matins service.

The Pharisee & The Publican, by Martin Luther
For they are no better than the Pharisee, and God will be as merciful to them as to him, so that they do not feel his wrath, and he does not strike with his rod among them to punish them, but lets them continue in their wicked state.
How is it possible to unite such words of the publican in the face of the law, of your own reason and feelings, which represent nothing else to your heart but wrath and shame.
For there are many who only consider that the publican as a sinner receives grace and forgiveness, and do not think that God requires that they should forsake sin, and let the grace received be henceforth powerful in their lives.

The Publican and Pharisee both ran in the race of life, but the one was overcome by foolish pride: He was brought to a shameful shipwreck, while the other was saved by humility.
The Pharisee spent his life in virtue, and the Publican in sin; but the one was foolishly brought low through his pride, while the other in his humility of mind was raised up to the heights.
The Publican used humility as a ladder and was raised to the height of heaven; but the wretched Pharisee was lifted by pride onto rotten emptiness, and fell into the trap of hell.

Actually, the title “tax collector” is more correct than the older term “publican” in referring to the lowest rank in the structure.
Zacchaeus is called a “chief among the publicans” (Luke 19:2), probably indicating one who contracted with the government to collect taxes, and who in turn hired others to do the actual work.
Publicans were held in the lowest esteem because of their excessive profits, being placed in the same category as harlots (Matthew 21:32).

Touchstone Archives: The Prayer of the Publican
Though found in only one of the Gospels (Luke 18:9–14), the parable of the Pharisee and the Publican was a passage that believers read often, and traditionally they took care to see that it was proclaimed at the celebration of the Holy Eucharist on one Sunday each year.
Similarly, the humble contrition of the Publican resembles that of the repentant woman in 7:36–50,8 while his gentle confidence in the divine mercy is like that of the chronically bleeding woman in 8:43f.
Nonetheless, since the image of the Publican at prayer in the temple lies at the historical base of that literature, it may not be inappropriate, as I finish, to comment briefly on the use of the Jesus Prayer in the light of that biblical image.

Publican, in the Gospels, is derived from the publicanus of the Vulgate, and signifies a member or employee of the Roman financial companies who farmed the taxes.
