A publisher may provide different prices to different customers, but no more than is justified by the publisher's savings in cost by dealing with a specific customer or to meet a limited and specific competitive situation.
As more publishing firms merge or purchase each other, and more bookselling firms integrate with publishers and wholesalers, and the book business grows more removed from those who care about books beyond their function as commodity, the more a healthy reading society, and democracy, are endangered.
Publishers have raised their prices as it has become clear that up-pricing is now the only strategy remaining for them to perform profitably, having invested so heavily--and lost--in the superstore expansion.

Since the days when every publisher had its own warehouse and trade counter (from which local orders were supplied on demand), the trend has been towards large out of town distribution centres servicing the requirements of many publishers and imprints.
Net Book Agreement: the agreement formerly administered by the Publishers Association whereby publishers in the UK were able to dictate the minimum price at which their titles were sold by bookshops; abandoned by publishers in 1995 and finally made illegal by the Restrictive Practices Court in 1997.

The oldest continuously published list was introduced in 1912 by Publishers Weekly, and the New York Times Book Review began publishing its list as a regular weekly feature in 1942.
As a result, for the publisher, sales figures are always provisional pending a costly adjustment for returns—and returns can be huge, sometimes amounting to between 40 percent and 50 percent of books shipped.
Publishers like to promote books as "national best sellers" in part because the term creates a sense of momentum and critical consensus that the phrase "over 25,000 copies sold"—which would actually be a pretty good figure for literary fiction sales in hardcover—does not.
