Apayao is a landlocked province of the Philippines in the Cordillera Administrative Region in Luzon.
Apayao was among the earliest areas penetrated by the Spaniards in the Cordilleras, but the region, inhabited by the Isneg tribe, remained largely outside Spanish control until late in the 1800s.
It may be no coincidence that the outline of Apayao (and the former Kalinga-Apayao) resembles a bust of a man akin to former dictator Ferdinand Marcos (looking toward his home province, Ilocos Norte).

Prior to 1995, Kalinga and Apayao used to be a single province named Kalinga-Apayao, until they were split into two to better service the needs of individual native tribes in the provinces.
Apayao, along with Amburayan, Benguet, Bontoc, Ifugao, Kalinga, and Lepanto, became sub-provinces of this new province.
After being a sub-province for almost 60 years, on June 18, 1966, the huge Mountain Province was split into four provinces with the enactment of Republic Act No. 4695.

The Apayao (Isneg, Isnag, Mandaya, Ibulus, Imandaya, Imallod, Itne’g, Kalina’, Apayaw, Iapayaw, Imandaya, Imallod, Idamma’n, Abulog) inhabit the northern end of the Cordillera mountain ranges in the northern portions of the Kalinga and Apayao provinces.
The groups are riverine-oriented and practice a slash-and-burn type of cultivation, and presently an intensive type of wet rice agriculture in the lower reaches of the drainage systems and the floodplains.
Most are traditionally oriented along the banks of the Abulug (Apayao) and Matalag rivers, and the tributaries.

Angco is the CPLA second deputy chief of staff based in Apayao under the Balweg faction, led by the late rebel priest, Condrado Balweg.
According to the records, a squad of men believed to be members of the CPLA engaged in a seven-hour firefight with a patrol from the Army’s 17th Infantry Battalion based in Cagayan in the logging area of the Furniture’s Group Inc. (FGI), the Nagan Agro-Forestry Development Corp. (NAFDC) and the Star Veneer Manufacturing Corp. (SVMC).

PUDTOL, Apayao—The Cordillera People’s Liberation Army (CPLA) on Monday warned the owners of three logging companies to comply with a standing order of the Department of Environment and Natural Resources (DENR) and stop their alleged illegal logging activities in the virgin forests of Apayao and other parts of the Cordillera.
The DENR disclosed that the two logging firms have a combined aggregate concession area of 74,500 hectares in the virgin forest of Marag Valley in nearby Luna town.
The other cutting areas were in the forests of Pudtol, Santa Marcela, Flora, Calanasan and even in Kabugao—the capital town of Apayao.

It was later on transferred to Kabugao, Apayao (the capitol site) on February 12, 1996 in compliance with a memorandum issued by the provincial local officials that all provincial offices should stay at the capitol center.
Since most of the agency’s clientele are from the lower Apayao area, the office was again transferred to Luna, Apayao.

Province were nominated for Cleanest 4th to 6th class municipalities.
Of this year's nominees, La Trinidad, Benguet; Pudtol, Apayao and Ziwanan River in Calanasan, Apayao were winners in 2002, Ziwanan River and La Trinidad were likewise regional winners of the same categories in 2001 and 2002.

PUDTOL, Apayao: Environmentalists warned of a tragedy in the magnitude of the Quezon landslides should the government go ahead with its plan to allow loggers to resume operations in the Cordillera Administrative Region (CAR).

The Spanish missionaries and politico-military forces successfully penetrated into the forbidding Apayao and Kalinga tribal territories as early as 1608 when Father Geronimo Molina started his mission work in Pudtol (Apayao) and also in 1689 at Tuga (Kalinga) where the first Catholic Mass was celebrated.
During the short-lived Philippine Republic, President Emilio Aguinaldo in his fight to Palanan crossed the upper Kalinga areas in his vain attempt to elude his American pursuers.
Lubuagan was the capital of Kalinga while Kabugao was the capital town of Apayao.

On July 27 The Manila Times came out with a report datelined Pudtol, Apayao, where residents charged that Chua, a governor, a mayor and soldiers of the 17th Infantry Battalion were illegally cutting trees.
The governor and the mayor were not identified by the news source.
The Times’ report said that round logs hauled from areas in Pudtol were usually shipped at night onboard more than 100 five-ton six-by-six trucks escorted by soldiers.

In 2001, continuous rains brought by typhoon "Feria" triggered landslides in these areas, claiming the lives of at least four dozen people.
Government authorities also see landslides possibly occurring in Tangadan, San Quintin, Abra; Taga, Pinukpok, Kalinga; and Tuyangan, Cabugao, Apayao; and flooding in Lamut, Ifugao; Lagangilang, Abra; Samoki, Bontoc, Mt.
