The strengthening of the presence of Navarre in the lands of Alava was ephemeral, and the reaction of Alfonso VIII de Castilla was produced between 1199 and 1200.
In the second, six towns of La Rioja participated along side Miranda de Ebro: Logroño, Nájera, Santo Domingo de la Calzada, Haro, Briones and Abalos, and eleven towns of Alava, the same ones that in 1295 were integrated in the general fraternity of the town councils of Castile.
Alava was represented in it by Vitoria, Treviño, Salinas de Añana, Salvatierra, Peñacerrada, Portilla de Ibda and Berantevilla.

The progenitor of this family in the region of Extremadura, Spain, was Don Gotier Gragera, a distinguished knight that escorted the King Don Alfonso IX de León in of the reconquest war expeditions (1229 a.D.) through that region and, after honouring his master with some favours, settled down in Montijo.
In 1538, the Room of the Nobleman of Chancery of Granada declared Don Alonso de Gragera a nobleman of well-known blood, the same as his father, Pedro Graxera, and his grandfather, of the same name.
His son, Juan Matías Gragera y Gragera, born in Puebla la Calzada (Merida), was the first Count of the Tower of Fresno and Viscount of San Diego.
