The five hectares are part of the nine-hectare reservation, which was reforested by government in the mountain town of Pugo, La Union, since 1939.
The CTPO was temporarily suspended on May 12, 2003, after the Lloren-Anduyan Farmers and Irrigators Association in Pugo wrote a letter of complaint to Guzon in which they demanded the ouster of Ancheta and those allegedly involved in illegal logging.

Artemio Calletong, 59, of Barangay Cuenca, Pugo, told The Manila Times that he already sold about P100,000-worth of Anglo Nubian upgrades since 2002 when he received a purebred Anglo Nubian buck from the Department of Agriculture (DA) regional office in the Ilocos.
For P18,000, a farmer from Naguilian, La Union, also bought an upgraded buck and three doelings, one of which was pregnant.

San Fernando City, La Union—Forest rangers of the Community Environment and Natural Resources Office (Cenro) guarding the govern­ment’s reforestation area in Pugo, La Union, confiscated logs and a hauling truck allegedly owned by illegal loggers.
A June 11 report obtained by The Manila Times at the office of Cenro officer Samuel Abad shows that forest guards apprehended the truck when it was spotted coming from the reforestation area in Barangays Alipang and Tavora East in Pugo.
The truck, which was hired by Bonifacio Milo, an alleged illegal logger, from its owner, Domingo Abanes, was found loaded with mahogany logs measuring 1, 432-board feet.

SAN FERNANDO CI­TY, La Union—Illegal loggers continue to cut down century-old trees at the public reforestation area in Pugo, La Union, because they are protected by politicians and forest rangers assigned there by the Department of Environment and Natural Resources (DENR).
Naoe said the reforestation area in Pugo is the only remaining “man-made virgin forest” in Ilocos done by the government many years ago.
He stressed the need to preserve the forest to protect the watershed, which provides irrigation water to hundreds of hectares of farmland in Pugo and the neighboring towns.
