The marble needs to have cooled enough on the end where the punty will be placed that there will be a "cold joint." This means that the outer skin of the marble, at least on that end, is relatively cool.
The punty is also cool to the point that it is solid.
After removing the glass punty from the flame, and still holding the marble out of the flame, I count to between 5 and 8, depending on how large the tip of the glass rod is. The larger the punty, the longer I count.

I use a glass punty because it is less apt to thermo-shock the part and you have a lot more control with a punty then you do with tweezers.
I prefer to attach this punty to the end of the bead where the hole is. This allows me to rotate it as if it was on a mandrel.

When "necking" a piece to prepare for the punty the artist will use "jacks" to constrict and to chill what will ultimately be the lip of the piece.
It is quite acceptable to leave the "punty mark" on the bottom of the piece as long as it is not exposed.
The punty mark is one of the signs of a blown glass object as opposed to a cast glass object.

The torch is also used to light the pipe warmer—a small oven where the blowpipes and punties are kept hot.
The goal is to attach the punty as close as possible to the exact center of the free end of the piece so when it rotates it will turn true.

 How to make marbles.
To transfer it you heat both places (one on the marble & the tip of the punty) making sure that either the punty or the marble is at a cooler temperature.
Or after heating both pieces you can tap the tip of he punty on a marver (a flat piece of graphite, stone marble, or metal for shaping), doing that will make sure your punty is cooler than the marble.
Hold the punty & give it a sharp tap, the marble should fall off the punty into your mould, quickly fire polish the pontil (the place where the punty touched the marble).

Heat the tip of your punty and the spot that you are going to punty...I heat the spot on the pillow, then I heat the punty, so that the spot heat on the pillow cools a little before I join the punty.

Before I stick the punty on there I let the piece cool a bit so the punty and marble won't fuse together.
Drew Fritts uses mandrels as punties and I've done that a few times and am actually leaning towards that myself.
The other technique that I use is to heat the end of the rod and then roll it on the marver at a shallow angle to narrow the tip to a couple of mm diameter and rounded slightly on the end.
