According to the 2000 U.S. census, Putnam County's population was 18,812 (67.5 percent white, 29.9 percent fl, and 2.2 percent Hispanic).
Putnam County was created in 1807 after being sectioned off from neighboring Baldwin County.
Putnam County had voted against secession in 1861, but this fact did not prevent the burning and destruction of cotton gins, railroads, and bridges.

Putnam County is named in honor of Israel Putnam, who was a hero in the French and Indian War and a general in the American Revolutionary War.
In the county the population was spread out with 23.20% under the age of 18, 7.70% from 18 to 24, 27.00% from 25 to 44, 28.00% from 45 to 64, and 14.10% who were 65 years of age or older.
The median income for a household in the county was $36,956, and the median income for a family was $43,262.

Our review of the county's benchmark and proposed plans as well as the alternative plans presented to the county, suggests that the significant reduction in fl voting age population percentage in District 1 in the proposed plan, and the likely resulting retrogressive effect, was neither inevitable nor required by any constitutional or legal imperative.
For instance, the county shifted several hundred persons, the majority (65.6 percent) of whom are fl, from District 1 under the 1992 plan, which was significantly underpopulated according to the 2000 Census, into proposed District 4, which was overpopulated in the 1992 plan, and which is over 80 percent white.
Accordingly, we are not persuaded by the county's contention that, if one is to honor the redistricting criteria used by the county, a reduction in minority voting strength in District 1 was necessary to preserve the minority voting strength in District 2.

 New Georgia Encyclopedia: Eatonton
Eatonton is located approximately twenty miles south of Interstate 20 and about forty miles north of Interstate 16 on U.S. Highway 441, about seventy-five miles southeast of Atlanta.
Named after William Eaton (1764-1811), soldier, diplomat, and undercover agent, the town was incorporated in 1809 and remains the sole incorporated city in Putnam County.
Educational institutions included the Eatonton Academy, where in 1818 a Library Society was organized by headmaster Alonzo Church, who later became president of the University of Georgia.

This mound is an effigy in the shape of a bird with its wings spread.
It is one of only two such structures known to exist east of the Mississippi river with the second structure known as Rock Hawk also located within Putnam county, the same Georgia county as Rock Eagle.
Considering that buzzards have traditionally been seen as symbols of death due to their fl color and their diet of dead, decaying animals, it is not completely unbelievable that the Native American builders would have constructed a burial mound in the shape of such a bird.
