Using the upper memory block manager provided by DOS is not nearly as efficient as using either QEMM386 from Quarterdeck Office Systems or 386MAX from Qualitas.
QEMM386 and 386MAX provide all the capabilities for handling the various extended memory areas, and other services as well.
QEMM386 is clearly a better choice than 386MAX on my system.

Quarterdeck's QEMM386 memory manager version 5.11 or earlier causes any program that uses expanded memory to reboot the system after you exit Microsoft Windows version 3.0.
Quarterdeck Systems has confirmed this to be a problem with versions 5.11 and earlier of the QEMM386 driver.
Quarterdeck corrected the problem in the QEMM386 memory manager version 5.12.

Support Bulletin 3030: Solutions to Windows 2.x and 3.x System Hang/Lockup
The two most common memory managers are QEMM386, by Quarterdeck, and EMM386, the memory manager that ships with Windows and DOS 5.0.
Both of these products use the same switch to exclude the adapter memory, X=xxxx-yyyy where xxxx-yyyy is the memory range to be excluded.
QEMM386 will accept EXCLUDE in place of the X parameter.

QEMM - Indopedia, the Indological knowledgebase
Originally, it was called QEMM386, and had a complementary product called QRAM that worked in a similar manner on 286's that had some specific Chips and Technologies chipsets.
The 386 was dropped when the Intel Pentium was released.
QEMM386 and DESQview that were shipped as a bundle were called DESQview386.

Yep, which is why I didn't use it much.
My memory is hazy, but my first PC was a 286, which had even worse memory issues, but QEMM386 didn't come out until quite a bit later, IIRC

Windows and Quarterdeck QEMM386 Require WINHIRAM.VXD File
This error message is displayed because QEMM386 and Windows require the WINHIRAM.VXD file to transfer memory control when Windows loads.
The WINHIRAM.VXD file is copied to the QEMM directory when you install QEMM386.
QEMM386 is manufactured by Quarterdeck Office Systems, a vendor independent of Microsoft; we make no warranty, implied or otherwise, regarding this product's performance or reliability.

If you have an EGA/VGA video card and Quarterdeck's QEMM386 or QRAM (used with 286 based machines) you may want to try the VIDRAM program that comes free with QEMM386 or QRAM.
It would be worth purchasing QEMM386 just to get the VIDRAM program when operating under MS-DOS 5.0 as you could increase memory by approximately 97,000 bytes.

Most expanded memory managers either map the extended memory as expanded or also operate as an extended memory manager.
When DOS applications run, Windows immediately allocates 1Mb of memory to run DOS and then any additional memory the application needs in order to run.
Both QEMM386 and 386MAX also discuss memory management in their documentation.

Perhaps there is a program like the old memory manager, QEMM386 that would force the OS to utilize that memory.

Unfortunately the largest driver, PC-NFS.SYS, has a size of 65 Kbytes; while the default contiguous space in high memory is 64 Kbytes!
To remedy this situation, I have used Quarterdeck's QEMM386 program to move things around in high memory and to provide an 88 Kbytes contiguous area to load PC-NFS.SYS.
Since some applications will use parts of the high memory area, which does not leave a large enough block of high memory for PC-NFS.SYS driver.
