 | | The mission of the DSS, which brings together departments providing behavioral health, child welfare, public health, homeless, correctional, recreation and mental retardation services, is to effectively anticipate, plan for and respond to the health and social needs of Philadelphia's children, adults and families through a more integrated and coordinated system. |
 | | Concurrent with the creation of DSS, the Quality Management Unit (QMU) was established to promote effective services that result in positive consumer outcomes through the measurement of results and the design and implementation of performance improvement strategies. |
 | | QMU's effectiveness is determined by the extent to which DSS departments are able to determine whether social programs and services are successful in achieving positive changes in the lives of the people they serve, and by the departments' ability to make improvements to achieve better results. |
