The difference between the two spear is that Mao is simply attaching a spearhead to a shaft while the Qiang spear head is stringed to the shaft(more complex).
The major reason Qiang is prefered over the Mao in later times however is because Qiang is much lighter and agile, when used in combat, especially single handed combat, the Qiang is much easily handled than the Mao.
Qiang was never a prominent weapon due to that and only became common when iron spear tips are introduced in the 3 kingdoms period.
