The Syllabus of Errors (Latin: Syllabus Errorum) was a document issued by Pope Pius IX in 1864 as an appendix to his encyclical Quanta Cura.
His December 1864 encyclical Quanta cura condemned seventy errors (Syllabus errorum), including many of the important intellectual ideas of the century such as rationalism, socialism, communism, and freedom of religion.

"Quanta Cura", authored by Pius IX, and its accompanying "Syllabus of Errors" were normative of the response of the Church to the Enlightenment until Paul VI promulgated "Dignitatis Humanae", a decree of the Second Vatican Council.
This document is at odds in substance and in outlook to "Quanta Cura".
This is not to say that "Quanta Cura" was wrong and "Dignitatis Humanae" was right, or vice versa: but only that the Magesterium has reversed its official teaching in these regards, and may do so again.

(I am of the opinion that Apostolicae Curae by Leo XIII which condemned Anglican "orders" was also ex cathedra, but I have not seen much support for my opinion in the literature.) Quanta Cura was NOT an exercise of the Extraordinary Magisterum, but rather of the Ordinary and Universal Magisterium.
This means that its teaching was indeed infallible, but not on the same level as that of DH which was a decree from an Ecumenical Council and thus part of hte Extraordinary Magisterium.
Technically, DH takes precedence over Quanta Cura for clarification of this complex issue, but in practice they compliment each other.

The best condition of human society is that wherein no duty is recognized by the government of correcting, by enacted penalties, the violators of the Catholic Religion, except when the maintenance of the public peace requires it.
This statement, which would be taken as a truism by almost all of our contemporaries, is actually a condemned proposition, declared to be erroneous by Blessed Pope Pius IX in his encyclical letter Quanta Cura in 1864.
Quanta Cura served as the preface for the Syllabus of Errors, which listed, in such proposition form, the errors that had their origins in the ideology of the Enlightenment and which were in complete opposition to the traditional doctrinal, theological, and philosophical tradition of the Catholic Church.

In his encyclical Quanta Cura, Pope Pius IX infallibly condemned the heretical doctrine of religious liberty (which had also been condemned by numerous other Popes).
The ideal is a government which recognizes the Catholic religion as the only religion of the state and does not give every person the "freedom" to practice and propagate his/her false religion in the public domain.
First, Quanta Cura speaks about liberty of "conscience" and "worship," whereas Vatican II speaks about "religious freedom." As we shall see, these are different things.
