Quartz Compositor is the windowing system that is responsible for the user interface in Mac OS X.
To use Quartz Extreme, the Macintosh must have an AGP graphics card with support for arbitrary texture dimensions and a minimum of 16 MB of VRAM.
With Mac OS X v10.4 Apple introduced Quartz Extreme 2D, and with it speeded up the actual drawing operations as well, so that as much of the compositing and drawing was taken over by the graphics card as possible.

Quartz 2D Extreme running on the GPU writes those 640,000 pixels into the backing store in VRAM, which is exactly where the Quartz Compositor needs to read it from.
Quartz 2D was notoriously slow at drawing lines in Panther and earlier versions of Mac OS X, so much so that developers often chose to use (or in most cases, "stick with") QuickDraw for such tasks.

For those of you that haven't heard, Quartz Extreme is Apples name for the way Apple has coded the rendering of the Quartz Graphics layer in OS 10.2 to be done largely by the graphics card.
Using three utilities he was able to turn Quartz Extreme off and on, and display how that affected processor usage and the compositing frame rate of the Quartz layer.
Quartz Extreme has been turned on once again, off-loading graphics rendering to the graphics card (probably the NVIDIA GeForce4 Ti, in the demonstration machine), Becuase the graphics card is more efficient at processing graphics data the number of frames per second goes up and bandwidth usage of the processors drops dramatically.

Note that Quartz 2D Extreme is disabled in 10.4.0 (on every config), as mentioned in the Ars review of Tiger.
Without Quartz Extreme running, it appeared smoothly when I rolled over the side of the screen (I have the dock positioned on the left).
Quartz checker reports the on board video ati rage pro is not accelerated, but this is a good thing, as it would oversaturate the on board video anyway.

Quartz 2D Extreme now does rastering on the GPU, where as beforehand, Quartz 2D did restering on the CPU.
This was slow because the CPU still had a ton of work to do, and inefficient because the GPU had a ton of power that was not being used.
The offscreen contexts are all converted to textures (this is done on the GPU, and much faster than uploading back buffers from main memory as Quartz Extreme did).

No doubt Quartz will still be a little faster, but you will not get hardware benefits.

The Quartz Extreme Check tool reported that my Ti550 WAS accellerated.
I have a Powerbook 667Mhz that does use Quartz Extreme, but if I hook up an external monitor and run it, then I have no Quartz Extreme according to Quartz Extreme Check.

This hint is for you if you have a graphics card that is having problems with Quartz Extreme, and are having trouble disabling it.
This means OS X won't use Quartz Extreme unless the card has a minimum of the value you specified.
After the value is changed and saved, all you need to do is reboot and Quartz Extreme will no longer be enabled.
