Quasar had been floundering of late in the MU, kind of ushered off to the sidelines by writers who couldn't see where he fit in with the larger hero set.
Usually comic book characters are sort of archetypes: like, the tough, tom-boyish female, the unimpeachable idealist, the conflicted anti-hero, the wiseguy troublemaker, the distracted intellectual, the sensitive loner, and so on and so forth.
The first few paragraphs in QUASAR No. 2 pretty much describe Thanos as I understand him, and he is a favorite of mine to be sure (he currently posts at my blog).

 The good, the bad, and the sucky Marvel storylines!!
The comic reading world gasped in awe as a new type of hero was introduced--one who did not always come out on top, one who reader's could understand, one who was a real human, character, and not just a character who existed to fulfill the function of hero.
This action filled comic tells the story of one man against the world, a world where corporations run the government and the horrible races called Mutroids, led by the malevolent creature called Dethstryk and the sub aquatic New Atlanteans, led by Dragonclaw, want to destroy humanity.
This storyline was obviously stretched to its limit over six issues, for every comic had a "backup" tale {although many of them were better than the featured one}, and several of the issues failed to advance the plot any further in its down-trodden path.

 NMWtN: New Universe Checklist
Quasar seeks out the fighter pilot given the Star Brand in Star Brand #19 and convinces him to let him have the Brand to get him back home.
The second is that while Quasar thinks he burned the Star Brand out getting home, he actually transferred it to his girlfriend, Kayla Ballantine (Quasar #32-53).
During this four-issue limited series, Quasar is heavily featured and his series is pretty much required reading for the event.

That said, and using average portrayals for bot, Quasar would take 6-7 wins out of 10 at best, with the fight being a stalemate if it's ever printed in a comic.
If Quasar, during the fight, actually has the time to scan Hulk and is smart enough to do so, he can understand that draining the Green Goliath of gamma radiation would be effective, and act accordingly.
The Hulk would win if it was actual fighting, though Quasar's power bands can be quite powerful and he might win out in the end if he stayed out of Hulk's reach.

Becoming a member of the galaxy's Nova Corps, an intergalactic police force not unlike DC Comics' Green Lantern Corps, the youth gained enhanced strength, flight, injury resistance, and a uniform with life support built into it.
Later, in an effort to buy more time for the evacuation of the beseiged planet Nycos Aristedes, Nova and Quasar punch through the Annihilation Wave to meet Annihilus face to face on his own command ship.
In the ensuing battle, Quasar is killed and, though Rider is forced to flee, his efforts, combined with the timely intervention of the Worldmind, succeed in driving the Annihilation Wave to retreat from the sector and secure the planet's complete evacuation.

Although Quasar was a direct sale only title they printed 32-34 through the newstand for those that wanted to pick up all parts of the Galactic Storm Crossover but only bought their comics on the newstand.
