"Quasi-judicial body" means a public body, other than a court of law, possessing the power to hold hearings on disputed matters between a private person and a public agency and to make decisions in the general manner of a court regarding such disputed claims.
All or any part of a public meeting of a public body may be recorded by any person in attendance by means of a tape recorder, camera or other means of sonic reproduction, provided that there is no active interference with the conduct of the meeting.
The minutes shall also include the names of the persons, as given, making statements or presenting material to the public body and a reference to the legal action about which they made statements or presented material.

Stated simply, those concerns highlight the position of guidelines between legislation and individual decisions and the questions that that raises about whether the council should be regarded as a judicial or a quasi-judicial body.
When looking at these provisions, I am sure that the noble and learned Lord, Lord Ackner, will have recognised that they provide for a judicial majority on the council: the Lord Chief Justice as chairman with seven other judicial members drawn from each tier of the court, as well as five non-judicial members.
Noble Lords will know, not least from having had the advantage of reading the Hansard reports of the debates held in another place, just how that debate expanded, thickened and ultimately arrived at the point at which the Government were content to bring forward their own amendment.

 Missouri Sunshine Law
The Sunshine Law governs the actions of public governmental bodies, which are defined as legislative, administrative or other governmental entities created by the constitution or statutes of this state, or by order or ordinance of any political subdivision or district as well as judicial entities when operating in an administrative capacity.
If a public governmental body has any doubt about the legality of closing a particular meeting, record or vote, it may bring suit in the circuit court to determine whether the action is proper or it may seek a formal opinion from its own attorney or from the Attorney General.
A public governmental body is permitted, but not required, to close its meetings, records and votes when they relate to certain issues listed in Section 610.021.

 Certiorari
Certiorari is ordinarily used to bring the record of a judicial or quasi-judicial body before a superior court in order to determine whether the inferior body acted within its jurisdiction and should be utilized where there is no other adequate remedy such as appeal.
In Missouri, the writ of certiorari is the same as at common law, and courts may properly adopt usages and principles applicable to the issuance of the writ as developed under the common law system, consistent with the letter and spirit of existing statutes and the constitution.
Ordinarily on a writ of certiorari, review is only of the validity of the lower court record, infirmities in jurisdiction and questions of the law; questions of fact or merits of the case are not reviewable.
