  Queen's Counsel - Wikipedia, the free encyclopedia
Queen's Counsel (postnominal QC), during the reign of a male sovereign known as King's Counsel (KC), are, in England, Wales and Northern Ireland, barristers, or in Scotland advocates, appointed by letters patent to be one of "Her Majesty's Counsel learned in the law".
Queen's Counsel and serjeants were prohibited, at least from the mid-nineteenth century, from doing chambers work: that is, they were not permitted to sign pleadings, for which a junior barrister had to be retained.
The appointment of Queen's Counsel is made on the recommendation of the Lord Justice General to the First Minister of Scotland, formerly the Secretary of State for Scotland.

In Nassau County, the Defense Counsel Screening Bureau (DCSB), an agency created by the County Executive, and housed in the office of the Commissioner of Accounts, conducts all eligibility screening and recommends to the court whether to appoint or deny counsel.
Therefore, in many counties, the courts cannot adequately perform their constitutionally mandated obligation to safeguard the counsel rights of criminal defendants, since their involvement in the eligibility determination process is minimal at most and quite often nonexistent.

The British Lord Chancellor, Lord Irvine has ordered that new Queens Counsel 's will simply have to promise to "well and truly serve all whom I may lawfully be called upon to serve in the office of one of Her Majesty's Counsel".
In 1997 a committee of the Northern Ireland Bar Council recommended that the reference to serving the Queen be abolished.
