Quirino taught school while studying at Vigan High School and then went to Manila, where he worked as junior computer in the Bureau of Lands and as property clerk in the Manila police department.
Quirino was elected president in 1949, when, according to historians and newspaper reports, widespread terrorism and violation of legal electoral processes occurred.

The CPA secretary-general informed Chavit that Ilocos Sur Governor Deogracias Sevillano and villagers of Lamag have expressed their support of the activity.

A BAGUIO-BASED militant group accused the military Monday of continuously harassing villagers of Quirino, Ilocos Sur, which is where it will hold the annual Cordillera Day celebration.
In a statement, the Cordillera Peoples Alliance claimed that government troopers, who belong to the Bravo and Charlie Company of the 50th Infantry Battalion, have been harassing villagers of Barangay Lamag, Quirino, Ilocos Sur since it announced that the place would be the venue of the Cordillera Day celebration on April 23 and 24.
Quirino town is located between the boundary of Mankayan, Benguet, and Tadian, Mt. Province.

At least 34 elders from the provinces of Mountain Province, Kalinga, Abra and Ilocos Sur, in a workshop held during the recent Cordillera Day celebration here, discussed ways to end the ongoing dispute between the Butbut tribe in Tinglayan town, Kalinga and the Betwagan tribe in Sadanga town, Mountain Province.
Banag Simunlag, chair of the Binodngan People's Organization (BPO), said at least 10 members of the warring tribes had been killed since the boundary conflict started in December 2001.
