Lowndes County, the parent county of Brooks, came into existence by a legislative act on December 25, 1825, which was subsequent to Spain's relinquishment of its claims to Georgia.
After Quitman was named as the county seat, land was purchased and surveyors set the center point of town on the courthouse square and marked the town and its streets in 90 days.
Quitman was designed with wide streets surrounding parks going in all four directions from the courthouse, the east-west route dubbed Screven Street and the north-south route named Court Street.
