Brigham Young, then President of the Quorum of the Twelve Apostles, presented the proposition that the Twelve, ordained apostles who held all the keys necessary to govern the Church, should be sustained as the authorized leaders in the absence of Joseph Smith.

QUESTION:  In recent church history, we had an instance where the President of the Quorum of the 12 and the Acting President of the Quorum of the 12 were both serving in the Quorum of the 12 (the President of the Quorum of the 12 was not serving in the 1st Presidency).
Elder Hunter was thus called to serve as Acting President of the Quorum, assisting Elder Romney in his role as President of the Quorum.
Thus, Elder Packer, the next most senior member of the Quorum, was again set apart as Acting President of the Quorum of the 12 (Elder Monson served as President of the Quorum of Twelve and as 1st Counselor in the First Presidency).

This creates the interesting question of whether the first twelve apostles were a quorum of twelve, or merely twelve called apostles.
I’m not suggesting that the word ‘quorum’ itself did not exist or did not have an equivalent, but perhaps there was not a need for the distinction as the early church (in OT times) was not organized the way ours is today.
President Monson retains his title as President of the Quorum of the Twelve, even thought he is in the Quorum of the First Presidency, because Elder Packard is sustained as Acting-President of the Quorum of the Twelve.
