These latter quotations are often called maxims or aphorisms and they are highly regarded for being pithy renderings of ideas that most people have but most have not been able to express so clearly.
Quotations are used for a variety of reasons: to enrich, illuminate the meaning or support the arguments of the work in which it is being quoted, to pay homage to the original work or author, to make the user of the quotation seem well-read and even to ridicule the original author.
Quotations are also popular as a user's personal message, a line under the user's nickname in some Instant Messaging clients (and here they often go uncited).

Quotation is a device for talking about language, but it does so in a particularly tricky way: somehow quotation manages to uses its referent to do (or at least to participate in) the referring; the referent of “Aristotle” is part of “Aristotle”.
Utterances of quotation marks, by virtue of having a demonstrative/indexical ingredient, refer to the expression instantiated by the demonstrated token, i.e., the expression instantiated by the token that in surface syntax sits between the quotation marks.
The quotation as a whole is analyzed into the marks that signify quotational use of the quoted expression and the quoted expression itself used to mention an object.

The quotation marks you use around words indicate to readers that everything within those quotations marks appears in your writing exactly the same as it appears in the source you are quoting.
It's all right to delete material from a quotation, as long as the deleted material is not vital to the meaning of the quotation and as long as the quoted words convey the same meaning as they do in the source.
The entire quotation should be indented 10 spaces from the left (usually two tabs); the right margins do not change from what they are in the rest of your paper.

When quoted dialogue carries from one paragraph to another (and to another and another), the closing quotation mark does not appear until the quoted language finally ends (although there is a beginning quotation mark at the start of each new quoted paragraph to remind the reader that this is quoted language).
