Qurac was the home base for the met-human terrorist group the Jihad until their base was destroyed by the Suicide Squad.
Qurac's president Marlo was eventually kidnapped by western special forces and brought to the U.S. to stand trial.

If there was any question that comic books are no longer "kid stuff," it can be put to rest by reading the latest issue of JLA, entitled "Stream of Subconsciousness." The Justice League of America is faced with a vile terrorist attack upon England, the worst upon English soil in modern history.
As the situation escalates, dissent is labeled as treasonous, and the government creates paranoia for public sentiment to feed upon.
At one point, the announcement goes out that the American public will be able to avoid the napalm-like effects of another terrorist attack through the use of household cooking ingredients.

Except it sounds far more ominous when Lex Luthor is the one doing the talking.

I am not so naive to think of conspiracy or that all people are duped into thinking Superman is a real being.
The fact the Qurac signifies any Moslem-dominated nation in the Middle East ranging from Libya to Iran is only one demonstration how comics exist in a fantasy world while perpetuating the dominant American ideology at the same time.

The book opens with the JLA battling a massive infestation of hostile technology that has been unleashed upon the country of England, and the culprit looks to be their longtime adversary Professor Ivo.
To this end we see he has plans to invade the nation of Qurac, in a bid to stomp out the fires of terrorism before it reaches the shores of America.
However with Luthor refusing to produce the damning evidence we see Joe Kelly avoids addressing the issue completely by revealing this entire episode was all a dream.

JLA #83 - Sledgehammer politics time, as the US President - which of course is Luthor, in DC continuity - fabricates a war with the fictional national of Qurac on the basis of alleged links to terrorism which he can't or won't produce the evidence for.
Basically a direct attack on the war in Iraq, the catch being that it's really too direct.

The last time Superman dealt with Qurac during the time of the first Gulf War, he destroyed their entire military.
Kelly: Though I admit my own politics are in that story, I was honestly trying to write about Superman's indecision, primarily.

The Beast perished on a mission in Qurac (Suicide Squad # 26) but the status of the rest of the Squad remains unrecorded.
The Swordfish was Ensign Jack Smith (created by Fred Guardineer), who used a one-man submarine of his own creation to take on America's enemies in mid-1942 (Hit Comics # 22-24).
