Top Palestinian negotiator, Ahmad Qurai, said that underway negotiations with Israel are focused on most complicated issues and need much more exerted efforts by Palestinians.
Qurai confirmed that any progress on such peace talks with the Israelis by the end of this year is likely, only on two basis ; a strong will by both sides and more international and regional involvement in the process.
On other issue, Qurai reiterated the Palestinian Authority´s willingness to hold responsibility for Gaza´s crossings, particularly the Rafah crossing terminal, where Egypt has a say.

Qurai called on the Palestinain Legislative Council (PLC) to convene for a confidence vote on the new government next Wednesday.

Ramallah, Jan. 28 (BNA) Palestinian Prime Minister Ahmed Qurai said on Wednesday that the Israeli Army's massacre in Gaza Strip, which led to the martyrdom of nine Palestinians, is a ''horrible crime'' to be added to the chain of crimes committed by Israel against the Palestinian people.
Qurai told the press after talks with the U. Envoy to the Middle East John Wolf and Assistant Secretary of State David Satterfield, that Israeli military operation in Gaza ''symbolise the evil in the Israeli government especially as it coincided with the U. delegation's visit''.
Qurai called upon the U. S Administration to pressure the Israeli government to stop all violence against the Palestinians and adhere to the road map.

The turmoil within the PNA stems, in part, from the fact that Arafat long hoarded as much power as possible, which left the authority with no line of succession should he succumb to illness or demands that he share power.
Additionally, Arafat reversal of his cousin's appointment and his tacit allowance of the council's vote on Qurai suggest that he would be willing to settle for a compromise solution to the crisis.

In contravention of the Basic Law, President Arafat requested that Qurai and his “emergency cabinet” continue in their positions as a “caretaker government,” until such time as a new government is formed.

The Ramallah leadership has appointed the brilliant negotiator Ahmed Qurai to lead the negotiation, the same man who is responsible for the disaster that is Oslo.
Of course the not so brilliant Qurai did not bother to discuss the issues of water resources, ending the settlement expansions, giving authority over residency to the PA just to mention few.

In other words, the Israelis will accept nothing less than Mr Qurai’ acting as “the security subcontractor for the occupying power” (as one Palestinian spokesman put it) and starting what would amount to a Palestinian civil war by attacking Hamas and other militant groups.
In the circumstances, it was little wonder that Mr Qurai' appeared to be having second thoughts about accepting the job after the Israeli cabinet statement.
