Sinestro - Wikipedia, the free encyclopedia
It should be noted that this is a retcon; Sinestro's first published appearance was as a criminal (this of course, was pre-Crisis).
The Guardians put Sinestro on trial and, as punishment, banished him into the "anti-matter universe" of Qward (note that the DC Comics concept of antimatter does not coincide with that used by physicists).
However, in Qward, Sinestro found allies in the Weaponers, a group of warriors that wanted to invade our universe.

In the anti-matter universe, natives of the planet Qward spoke of the ancient legend of Erdammeru, the Void Hound.
The Void Hound was crewed by the Weaponers of Qward and Qwardian Thunderers, but even with their advanced technology, normal Qwardian computer equipment would not be sufficient to operate the Void Hound.
The Weaponers of Qward began to use agents to act on their behalf, especially against their hated foes in the positive-matter universe, the Green Lantern Corps and their masters, the Guardians of the Universe.

However, when deep space scans reveal the presence of another civilization, the Crime Syndicate are off to subject another world to their attentions, and we soon discover this planet is the home of the Qward, who are a race of warriors/weapon builders whose entire society is based around the idea of war.
I also rather enjoyed the fact that in spite of being thoroughly evil, they also recognize the fact that there is a decided advantage at being part of a team, as by working together they're capable of even greater acts of evil.
Ron Garney's work on this issue is a bit sharper than most of his recent work, and I'm hoping that the tighter linework, and greater level of detail one finds on this issue is a sign that he's spending a little more time on his work.

The Thunderers are the elite warriors of Qward, a planet in the antimatter universe that corresponds to Oa 9home of the Guardians and the Green lantern Corps).
It was the scientists of Qward who created the yellow power rings used by GL foes Sinestro and Nero.
I'd imagine they were chosen for inclusion here partially because of the parallel of their weaponry with Arkon'slightning bolt quiver, as well as for the major role Qward played in the Crisis (it was the home base of the Anti-Monitor), whose imagery is showing up here.

There were two results of this: one is that the universe was born "old", the other was the creation of the Anti-matter universe.

 Anti-Monitor
The exact consequences have been rewritten over the years; originally, it was the unleashing of evil itself in the universe; later, it was assumed to be the creation of the evil anti-matter universe of Qward.
During the Crisis on Infinite Earths, it was also revealed to be the cause of the existence of all parallel universes in the DC multiverse; several villains were sent back in time to stop him, but were defeated by Krona and the other Oans.
The anti-matter universe still exists, now with both Qward (said to be the counterpart of Oa) and an alternate Earth populated by counterparts of the positive matter heroes and villains (each taking the opposite role, of course).

By the 31st century, Qward is in ruins, having finally paid a terrible price for the unending civil war between the Weaponers and the Thunderers.
One Weaponer, Lord Thalon, has found a way to portray himself as the savior of Qward by abducting Wildfire and using the Legionnaire’s anti-matter energy to power both the planet and himself.
Lord Thalon is the only person on Qward aware that Wildfire is the true source of his seemingly god-like powers, so he has no problems duping and manipulating the battered populace to his will, including his young Weaponer son, who provides the point of view of this story.
