 | | RMAs are born, develop, and die in specific strategic contexts, each composed of an array of social, economic, political, and military factors. |
 | | The emerging RMA in mid- or high-intensity warfare is centered around the fusion of sophisticated remote sensing systems with extremely lethal, usually stand-off, precision-strike weapons systems and automation-assisted command, control, and communications (C3). |
 | | But if an RMA is, in fact, underway, whether in conventional warfare or conflict short of war, and the Army intends to play a major role, it must develop a long-term program for cultivating technological expertise among all its officers rather than simply a tiny cadre. |
