The research tells us that an "R" rating would prevent almost 200,000 adolescents from starting to smoke every year and avert 50-60,000 tobacco deaths a year in coming decades.
In 2007, the National Academy of Sciences Institute of Medicine concluded that an R rating would reduce youth exposure to smoking in movies and, so, adolescent smoking initiation, and recommended that smoking be integrated into the criteria for an "R" rating.
An “R” may be only 50% efficient at keeping those younger than seventeen from seeing R-rated movies at the mall, but it will prove 100% effective at keeping tobacco out of G, PG and (most importantly) PG-13 films.

One of the unintended side effects of the rating system is that the G and (in recent years) PG ratings have been associated with children's films and are widely considered to be commercially bad for films targeted at teenagers and adults.
Films that have been rated PG-13 in their theatrical run are sometimes extended with footage equivalent to an R (but not NC-17) rating and marketed as "unrated" with the implication that the added unrated material is racier than an R rating would permit.
Farber also contended that the ratings board's stance about the ratings being used as guidelines to protect children was hypocritical in light of the fact that most of the severities imposed on certain films seemed less borne of their potential impact on children than on reactions to them by parents.

What's really happening is studios are making rated R films that stink, but they know if they give them a PG-13 they can capitalize on the teen "we feel like adults for seeing a horror movie" crowd to make a quick buck on opening weekend.
We also seem to forget that in the past, R rated films were also never the top of the heap either, with Beverly Hills Cop reigning as the highest grossing R picture since 1984, all the way until Matrix Reloaded.
R rated pictures have never truly been the highest grossing category, save for a few years in the 1970s perhaps.

I have argued before that the lack of an R classification sends the wrong message to the non-game playing community, perpetuating the dangerous myth that games are only played by children and all games are suitable for minors.
If we had an R rating, many of these games would be classified as R instead of M. And as many people have said, most parents see M as ok for their kids, but hesitate when they see the R sticker...
I'd rather an R rating for games of that nature (for the advice of parents, and so retailers can control their sale by whatever means is reasonable) than no classification at all.

R means "under 17 not admitted without parent." Since the main characters will almost all be at least 17 by year 7 at Hogwarts (if I recall correctly), it could be appropriate.
War movies often get rated R because they realistically show battlefield violence, and book 7 might have the conflicts between good and evil escalate into open war between the Death Eaters and the forces of good.
As a result, studios normally cut out anything and everything they have to, just to get the rating dialed back to an R. Many will also cut material to avoid the R rating, because generally PG-13 is thought to be the most profitable rating for a mainstream movie.

I can handle and R for some violecne, sexuality, language and the lot it just seems we are pushing the envelope alot of the time, simply to get an R rating because and NC-17 is the kiss of death for a film.
The only real difference between the ratings are that parents couldn't take their kids to see NC-17 movies (No Children Under 17), and R is Restricted to People under 17..
It should not be "The True Meaning of an "R" rating," because to discuss that would be the "meaning" of the rating, like what it stands for.
