R18 certificate - Wikipedia, the free encyclopedia
The R18 certificate is the most restrictive of the certificates, and videos given this certificate may only be sold in licenced shops - almost always sex shops.
R18 certificated material also may not be sold by via mail order or other remote means such as by telephone or over the Internet.
The R18 classification was created in 1982 in response to the recommendatations in 1979 of the Home Office Committee on Obscenity and Film Censorship chaired by Sir Bernard Williams.

18 certificate - Wikipedia, the free encyclopedia
The 18 certificate is issued by the British Board of Film Classification (BBFC) to state that, in its opinion, a film or video recording should not be seen or purchased by a person under 18 years old.
The 18 certificate was created in 1982 as the successor of the previous X certificate, which in turn was the successor of the H certificate (with H standing for "horror").
Even now, this is still unusual, and the granting of an 18 certificate for these films appears to be on the basis that these films' artistic merit justified the depiction of sexual acts that were a small part of, but integral to, the film.

There has been some controversy about the prohibition of the depiction of female ejaculation, which the BBFC considers to be the same as urination, the depiction of which it regards as "degrading or dehumanising".
The BBFC has previously granted 18 certificates for movies containing short scenes of unsimulated sex, such as Catherine Breillat's Romance (in 1999) and Patrice Chereau's Intimacy (in 2001).
It is unclear whether this marks the end of the R18 certificate, or whether the BBFC will apply an "artistic merit" test to distinguish between films which are acceptable for 18 certificates and those which recieve only R18 certificates.

An R18 certificate for a hardcore video makes it legal to sell, unlike uncertificated videos, which are illegal to sell in the UK because of the Video Recordings Act 1984.
Like 18 certificate videos, R18 certificate videos may only be sold to adults.
Unlike 18 certificate videos, R18 certificate videos may only be sold in licensed sex shops, of which, according to the BBFC, there are approximately 90 in the UK, and they may not be sold by mail order.

Only a handful of films (or rather videos, since sex cinemas had become virtually obsolete) were granted R18 certificates between 1982 and 1997, and in general these were heavily cut, to remove any material clearly showing unsimulated sexual arousal or contact.

Whittam Smith commented that the later had been refused a certificate for fear of the harm it might do, especially to susceptible young women who believed in demonic possession, but the twenty-five years since its original release had demonstrated that it had never harmed anyone.
Two serial kiler videos which were submitted were refused certificates entirely on the grounds that the sexual violence was integral to the plot and could therefore not reasonably be cut.
It could be that in due course the 'R18' category will disappear and certificates for normal distribution in cinemas will be granted to this kind of material, which does not cause great concern in the rest of the EU.
