RAND was set up in 1945 by the USAAF as Project RAND, under contract to the Douglas Aircraft Company, and in 1945 they released the Preliminary Design of an Experimental World-Circling Spaceship.
RAND was incorporated as a nonprofit organization to "further promote scientific, educational, and charitable purposes, all for the public welfare and security of the United States of America."
RAND is also the home to the Frederick S. Pardee RAND Graduate School, one of the original graduate programs in public policy and the first to offer a Ph.D. The program is unique in that students work alongside RAND analysts on real-world problems.

I believe it is most relevant to appreciate that Rand Corporation in the past is on record as being funded in part by the CIA.

James Rand., Jr., soon became dissatisfied with the efforts made by the company in developing visible equipment, for up to this time most of the effort of the Rand Corporation had been devoted to the Visible Ledger line of products.
Rand, Jr., decided that Index Visible would be a valuable addition to his company's service, so on July 1, 1925, Index Visible was merged with the Rand Kardex Company.
In 1955 the Sperry Rand Corporation was formed by the merger of the Sperry Corporation, makers of Naval and commercial electronics, with Remington Rand, Inc.

In 1978 Sperry Rand, an old fashioned conglomerate of disharmonious divisions (computers, typewriters, office furniture, hay balers, manure spreaders, gyroscopes, avionics, radar, electric razors), decided to concentrate on its computing interests and unrelated divisions were sold.
Later Sperry Rand used a different memory system which was inherently slower and cheaper than that of the UNIVAC 1108.
When Sperry Rand replaced the core memory with semiconductor memory in 1975, the same machine was released as the UNIVAC 1100/10.

The cocaine control strategies compared by the authors are: 1) longer sentences for typical offenders at all levels of government; 2) conventional enforcement of typical offenders at all levels of government; 3) federal mandatory minimum sentences for high-level dealers; 4) conventional enforcement by federal government for high-level dealers; and 5) treatment of heavy users.
The authors state that such enforcement allows the government to seize the assets of the dealers, and to eliminate their income, thus the cost burden on the dealer is greater and consequently more effective.
RAND concluded that the most cost-effective method of reducing cocaine consumption is treatment of heavy users.

 AT Special Reports - Preliminary Commentary on the RAND Corporation Study
The RAND report clearly identified the need for a "...broad set of technical skills and combine them with an acquired set of skills unique to the examination of technical failures on a massive scale." Unfortunately, they did not identify this as a profession in itself, the safety/accident prevention profession.
RAND suggests the life cycle of accident through report release should be targeted at one year and possibly an additional six months for unique cases.
Whereas this RAND study was not aimed at general aviation (G.A.), it quite correctly identified investigation quality problems therein today and more so in the future brought about the growth of G.A. operations, the proliferation of more complex aircraft and the ever present resources problem.
