It took me numerous frustrating attempts at entering stations to figure out that RBDS was the problem.
It's frustrating, because if you just follow the instructions in the manual, press Memory, then enter a number, you think it's taken the present, but then when you go to use the preset, it jumps to whatever was stored previously at that number (because it didn't learn the new one).
I believe that Rotel should preferably fix the software so that the Memory button works regardless of the RBDS display state, or at least document the correct procedure in the user manual.

DBC supports the FCC's decision to not mandate the use of the 57 KHz RBDS subcarrier to transmit EAS codes, as use of this subcarrier causes interference to its data receivers.
DBC further requests that the rules restrict the injection level of RBDS used to transmit emergency information to 2% or less, again providing interference protection to their data service.
They state that including the RBDS standards into the rules would slow progress in RBDS, since changes would then have to go through a rule change procedure as well as the existing industry standards adopting procedures.
