 | | Regarding RBDS this means something like "Gov has to create an enabling environment for rural business" - with tasks like giving space for business development, policy development, definition of roles and inter-linkages, making the right laws and implement them properly etc.etc.. |
 | | In areas with little or no institutional presence, the RBDS unit could be a clone of another unit from another region, or could start from scratch. |
