  RCAC - Housing
RCAC provides technical assistance and training to community-based organizations, growers and rural government agencies to create and maintain agricultural worker housing stock in 13 western states, including: Arizona, California, Nevada, Oregon, Utah and Washington.
In 1979, RCAC was among the original grantees of the Department of Labor farm worker housing program.
RCAC has participated in a number of regional and national conferences providing training on agricultural worker housing development, management and financing.

 ASSISTED LIVING - Residential Care Apartment Complexes (RCACs)
A RCAC may have 5 or more adults that reside in independent apartments of at least 250 square feet, each of which has a lockable entrance, separate kitchen, bathroom, sleeping and living areas and provides up to 28 hours a week of skilled and supportive care.
An RCAC may not admit an individual who is incompetent (has a court appointed guardian), has an activated Power of Attorney for Health Care or is incapable of recognizing and responding to danger.
If a RCAC is "registered" the State may visit the facility to see if it is in compliance with the State requirements but the State does not routinely inspect these facilities or verify compliance with the regulations, nor does the State enforce contractual obligations under the service or risk agreements.

The Coast Guard finds that the advice and suggestions provided by PWS RCAC was within the scope of the purposes of the PWS RCAC in their role to review and advise on the adequacy of oil spill prevention and contingency plans for the terminal facilities and crude oil tankers operating in Prince William Sound.
Additionally, PWS RCAC technical advisory committee meetings are held in member communities and the RCAC's executive director, the community liaison and other staffers periodically travel to member communities to share with city councils, borough assemblies, and the public the state of oil spill prevention and response issues.
