REST is a hybrid style derived from several of the network-based architectural styles described in Chapter 3 and combined with additional constraints that define a uniform connector interface.
REST components communicate by transferring a representation of a resource in a format matching one of an evolving set of standard data types, selected dynamically based on the capabilities or desires of the recipient and the nature of the resource.
REST does not restrict communication to a particular protocol, but it does constrain the interface between components, and hence the scope of interaction and implementation assumptions that might otherwise be made between components.

More generally, I think the REST people would say that if you have the URI of a RESTful service and the schemas of the representations being transferred, you don't need WSDL, since the basic actions and message exchange patterns are assumed to be those baked into HTTP.
REST is an architectural style -- a way of organizing a system into components and governing the interaction between those components such that the resulting system remains stable while accomplishing the desired tasks.
So, REST advocates generally note that the "service contract" should be limited to the primitive REST operations, but the actual data format is still something that requires a shared understanding between requesters and providers.
