The RFA used to make a major use of foreign (cheap) sailors (mainly Chinese); that was until the Falklands War, when something made the MOD change it's policy - after that the only Chinese left on board ran the laundry - the rest being British.
The Empire Gull was meant to have been scrapped in 1980, but I spoke to someone I used to serve with and he swears he's seen her lately down the wrong end of the Med.
