		Although RIR is definitely faster if successful, applicants should be aware of the many procedural problems and current policies at the Department of Labor that may affect the outcome of their cases.
		Generally, RIR applications are appropriate for shortage occupations, with no restrictive requirements, offering the prevailing wage for the occupation, and for which the employer has actively recruited through industry-standard sources within the six-month period immediately prior to the filing.
		Region IX of the DOL, which governs California, is amenable to RIR requests for many occupations including all high-tech professionals and specialty cooks, and many positions that are not traditionally considered "shortage occupations." For a successful RIR request, an employer must engage in ongoing recruitment for a six-month period on a local basis.

	RIR Blueprint for Evolution and Reform of Internet Address Management
		The first RIR submission [1] enumerated 11 general principles regarding the RIR position on number administrative arrangements and the form of interaction with ICANN that, in the RIRs' view, would improve the overall efficiency and effectiveness of the process of number management from the perspectives of policy development, administrative control and operational processes.
		The second RIR submission [2] outlined the relationship between the RIRs and ICANN and responded to a number of ICANN Evolution and Reform proposals that had a direct bearing on the number administration function.
		The RIRs propose that this responsibility be delegated to the ASO, and the recognition of new RIRs be an ASO function.

	ICANN \| ASO Recommendation Concerning Establishment of New Regional Internet Registries \| 1 October 2000
		The new RIR needs to have and to clearly document defined procedures for the development of resource management policies which may be implemented regionally, as well as those that may be recommended to the Address Council for consideration as global policies.
		With its application for recognition, the new RIR should provide a published activity plan containing activities that are clearly within the purview of an RIR, and which is explicitly supported by the community of organisations supporting the new RIR.
		RIRs may establish their own local standards and policies for confidentiality, providing that the basic confidentiality provisions are maintained.

	Labor Department Discusses RIR Conversions
		The RIR provision allows Regional Certifying Officers to reduce partially or completely the employer's recruitment efforts through the SWAs, for example, by decreasing the number of days that the job order and/or print advertisements must be run.
		While the ultimate authority for determinations on RIR conversion requests rests with the Regional Certifying Officer, states are encouraged to inform the employer of such obvious deficiencies, especially those that are incurable.
		Of course, if the reason for rejecting the original RIR request is not curable, such as a belief by the Regional Certifying Officer that there is a widespread availability of qualified U.S. workers in the occupation and area, any subsequent conversion will merely result in a second denial of the RIR request on the application.

		A significant proportion of all trussed rafters now produced are RiR trusses which offer up to 65% more living space using a method of construction that has been in common use within the construction industry for some 40 years or so.

		A Regional Internet Registry (RIR) is an organisation overseeing the allocation and registration of Internet number resources within a particular region of the world.

	DOL issues Final RIR Conversion Regulation--AILA Summary
		In its comments to the proposed rule, AILA strongly suggested that the cut-off date be the effective date of the final rule, and DOL accepted this suggestion, setting August 3, 2001 as the cut-off date.
		In cases where the ETA does not require amendment, the DOL’s preamble states that a written request to convert a case may be made to a SESA, attaching evidence of good faith recruitment within the six months immediately preceding the date of the request.
		When a written request for RIR conversion is received by the SESA, the preamble states that the SESA should take the request and the supporting documentation, add it to the case file, remove the application from the regular labor certification application queue and place it in the RIR queue.

		The Regional Internet Registries have each contributed equally to the formation of the ASO, by way of a Memorandum of Understanding signed on 18 October 1999.
		Each RIR is responsible for managing Internet Protocol (IP) address space in their own region.
		A new Memorandum of Understanding between ICANN and the Number Resource Organization, on behalf of the Regional Internet Registries, was signed on 21 October 2004 at ARIN XIV in Reston, Virginia.
