On March 2, 2004, voters passed Regional Measure 2 (RM2), raising the toll on the seven State-owned toll bridges in the San Francisco Bay Area by $1.00.
This extra dollar is to fund various transportation projects within the region that have been determined to reduce congestion or to make improvements to travel in the toll bridge corridors, as identified in SB 916 (Chapter 715, Statutes of 2004).
Specifically, RM2 establishes the Regional Traffic Relief Plan and identifies specific transit operating assistance and capital projects and programs eligible to receive RM2 funding.

 Why Do You Still Play RM2?
I think I stay with RM2 of convinience, we modified the system so everybody is happy with it, and if I would change to RMSS/RMFRP we would have to do it all over again.
I do have some questions about some fundamental differences between RM2 and the RMSS (such as the pros and cons of #/* and #/#/# skill costs,etc) but I think they'll be better served in a new thread.
Having played both RM2 and RMSS went back to RM2 as it is much more versatile and easier to customise to particular worlds.

I definitely think that the fact that RM fans are so conservative, and the fact that they insist on claiming a rules set as RM2 to be superior, is the reason RM is and will be a small nische game and ICE wont ever grow beyond the bounds now set.
Creatures and Monsters is effectively the Creatures portions of CandT 1 and CandT 2, and can be used easily with RM2.
I do not think there is anything I can possibly say at this point that wouldn't be potentially inflamatory.
