Despite his Mainlander background, Soong proved to be a popular politician among all ethnic groups on Taiwan, in part because he was one of the first KMT politicians to attempt to use the Taiwanese language in political and formal occasions, despite speaking it rather poorly.
However, with the KMT allied with the PFP for the 2004 presidential election, the KMT aided Soong in his defense, and KMT Chairman Lien Chan claimed the KMT was misled into filing the lawsuit against Soong.
Some believe that the PFP's lack of experienced candidates in the December 2002 mayoral elections in Taipei and Kaohsiung (the PFP supported the KMT's candidates), and the PFP's poor performance the city council elections in those cities at the same time were major setbacks to Soong's chances of being the KMT-PFP candidate for president.

The ROC is governed under the Constitution of the Republic of China which was drafted in 1947 before the fall of Mainland China and outlined an government for all of China.

In June l990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly, Legislative Yuan, and other bodies.
As the National Assembly took action in 1994 to allow for the popular election of the president, the LY in 1994 passed legislation to allow for the direct election of the governor of Taiwan Province and the mayors of Taipei and Kaohsiung Municipalities.

The Election for the 11th-term President and Vice-President of the Republic of China (第十一任中華民國總統副總統選舉) on Taiwan are scheduled for March 20, 2004; the official campaigning period is every day from 07:00 to 22:00 (local time), from February 21, 2004 to March 19, 2004.
On the day of the election, each of the electorate (most adult citizens aged 20 and upwards qualify) will select one from the 2 tickets of president/vice-president candidates on the ballot; there is no provision for postal ballot or voting in absence.
Others have argued that while, this hidden green effect was very apparent in elections in the early 1990's, with Taiwanese democratization, the hidden green effect has been less pronounced or non-existent in more recent elections.
