The ROC is governed under the Constitution of the Republic of China which was drafted in 1947 before the fall of Mainland China and outlined a government for all of China.
Because it was impossible to hold subsequent elections to represent constituencies on the mainland, representatives elected in 1947-48 held these seats "indefinitely." In June l990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly, Legislative Yuan, and other bodies.
The complex structure of the party system in the ROC is also influenced by the voting system which uses single non-transferable vote for legislative elections and first past the post for executive elections.

As soon as the roc sees you he will fly away from fear, but you must walk on till you come to a castle covered with plates of gold, studded with jewels.
If a roc, an eagle, a griffin, a flying elephant, a winged sea-horse, had suddenly appeared, and, taking him on its back, carried him bodily into the heart of the 'Salwanners,' it would have been to him as an everyday occurrence, in comparison with what he now beheld.
The Fairy Peribanou had fled into the inmost cavern with Prince Ahmed: the Roc had whisked away Sindbad the Sailor out of the Valley of Diamonds out of sight, far into the clouds: and there was everyday life before honest William; and a big boy beating a little one without cause.

In an election eerily similar to Taipei's in 1994, Chen won the 2000 presidential election on March 18 with only 39% of the vote as a result of a split of factions within the Kuomintang, when James Soong ran for the presidency as an independent against the party nominee Lien Chan.
Throughout the election, Chen planned to hold a referendum in 2006 on a new constitution to be enacted upon the accession of the 12th-term president in May 2008.
After the election, he sought to reassure critics and moderate supporters that the new constitution would not address the issue of sovereignty, and that the current constitution was in need of comprehensive reform after more than a decade of patchwork revision.

 ROC presidential election, 2004
Polls in February 2004 showed Pan-Blue running slightly ahead, but with a quarter of the electorate still undecided.
However, most analysts are of the opinion that the poll numbers vastly overestimate the number of people who are actually undecided, and all but a small percentage of the people who expressed no opinion have already decided for whom they will vote.
Others have argued that while, this "hidden Green" effect was very apparent in elections in the early 1990's, with Taiwanese democratization, the hidden Green effect has been less pronounced or non-existent in more recent elections.
