Elections for the President and Vice President of the Republic of China (Taiwan) were held on March 20, 2004.
The election, officially the Election for the 11th-term President and Vice-President of the Republic of China (第十一任中華民國總統 、副總統選舉), was the third direct presidential election in Taiwan's history and the 11th presidential election overall under the 1947 Chinese Constitution.
In contrast to the elections of 1996 and 2000, the PRC was quiet in this election until early November.

ROC presidential election, 2000 - Wikipedia, the free encyclopedia
The Election for the 10th-term President and Vice-President of the Republic of China (第十任中華民國總統、副總統選舉), the second ever direct elections for President and Vice President of the Republic of China on Taiwan and the 10th under the 1947 Constitution, were held on March 18, 2000.
Having lost the 1996 election by a landslide, the DPP in May 1999 moderated it stance by issuing the "Resolution on the Future of Taiwan." The resolution accepted the status quo and promoted the moderate view that Taiwan was already independent, so any formal declaration would not be urgently necessary.
To avoid a repeat of the 2000 split, Lien and Soong agreed to run on a single ticket as president and vice president, respectively, in the 2004 election.

Most specifically, it refers to any one of several United States presidential elections in which geographic bases of power for each of the two parties were significantly altered, resulting in a new political power structure and status quo.
It is generally believed that a realigning election happens only after a shift in partisan preferences, though not necessarily policy preferences, among the electorate.
After the election, Soong founded the People First Party, which attracted members from the KMT and the pro-unification New Party, which was by that time beginning to fade.

After 2000, the KMT divested itself of much of its assets, although there were accusations in the 2004 presidential election that the KMT retained assets that were illegally acquired.
With the party's voters defecting to both the PFP and TSU, the KMT did poorly in the December 2001 legislative elections and lost its position as the largest party in the Legislative Yuan.
In December 2003, however, the KMT chairman and presidential candidate, Lien Chan, initiated what appeared to some to be a major shift in the party's position on the linked questions of Chinese reunification and Taiwanese independence.

Politics of Taiwan - Wikipedia, the free encyclopedia   (Site not responding. Last check: 2007-11-04)
The ROC is governed under the Constitution of the Republic of China which was drafted in 1947 before the fall of Mainland China and outlined a government for all of China.
Because it was impossible to hold subsequent elections to represent constituencies on the mainland, representatives elected in 1947-48 held these seats "indefinitely." In June 1990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly, Legislative Yuan, and other bodies.
The aftermath of the 2000 Presidential election and the 2001 legislative election left the ROC fragmented among several political parties.

The diplomatic protocol regarding the ROC President is rather complex because of the anomalous political status of Taiwan.
In the two dozen or so nations which recognize the ROC as a legitimate government, he is accorded the standard treatment that is given to a head of state.
During these trips, the ROC President is not formally treated as a head of state, does not meet officially with U.S. government officials, and does not visit Washington D.C.

In an election eerily similar to Taipei 1994, Chen won the presidency in 2000 as a result of a split of factions within the Kuomintang, when independent James Soong (later, leader of the People First Party) ran for presidency against the party nominee Lien Chan (see ROC Presidential Election 2000).
His opponents hope that the 2004 election will be a repeat of the 1998 mayoral campaign.
He expressed his intention to hold a referendum on March 20, 2004 (to coincide with the presidential elections) asking the PRC to remove the hundreds of missiles it had aimed at Taiwan.

A second lawsuit, originally filed on April 5 and refiled on April 7, charged that the Central Election Commission improperly allowed the presidential election to occur concurrently with the referendum and failed to postpone it after the apparent assassination attempt.
After the recount, Chen was confirmed the winner of the election by a smaller margin (25,563 from 29,518).

The outcome of the election, hence, is of major concern to both the PRC and the United States (albeit in rather different regards).
Thus, the direct challenge to KMT political domination that the coming presidential election represents is a potential watershed in Taiwan’s politics and democratic evolution.
Although supplemental elections that increased Taiwan’s representation in these bodies were held starting in 1969, the huge majorities of senior legislators continued through 1990, guaranteeing KMT control whether or not the party won on election day.

On the eve of Taiwan's second democratic presidential elections, with China warning it would take the island by force if there was no reunification, neither candidates nor pollsters could predict the outcome with confidence.
Now this island is in the middle of a presidential election that has already provided plenty of entertainment and promises to deliver more as the campaign heats up in the final months.
By creating a market for the March 2000 Taiwanese presidential elections, the IEM allows anyone interested in the election to track its expected outcome and to challenge their ability to predict the outcome.
