In the elections for rural and urban township magistrates and county municipality mayors, the KMT won 195 of the 319 seats, the DPP 28 seats, the PFP 4 seats, and independents the remaining 92 seats.

The Election for the 10th-term President and Vice-President of the Republic of China (第十任中華民國總統、副總統選舉), the second ever direct elections for President and Vice President of the Republic of China on Taiwan and the 10th under the 1947 Constitution, were held on March 18, 2000.
Having lost the 1996 election by a landslide, the DPP in May 1999 moderated it stance by issuing the "Resolution on the Future of Taiwan." The resolution accepted the status quo and promoted the moderate view that Taiwan was already independent, so any formal declaration would not be urgently necessary.
Shortly before the election, the leaders of the People's Republic of China attempted to influence the outcome, warning that the PRC would not "sit idly by" if Taiwan moved towards independence and that "independence means war." This was thought to be counterproductive and the PRC avoided such saber-rattling in the 2004 elections.

By the time the ROC held its first popular election for president and vice president in March 1996, the international community was hailing Taiwan's democratic reforms as a model for developing countries to emulate.
The first election for members of the Taiwan Provincial Assembly were held in April 1957, and in December 1969, supplementary elections were held in the Taiwan area to elect 15 delegates to the National Assembly, 11 members to the Legislative Yuan, and two members to the Control Yuan.
The second factor is the fact that the citizens of the ROC are blessed with a Confucian cultural background and the provident, cooperative, and diligent character that comes with it, and they have integrated the passion and vitality of political participation with reason and restraint.

The ROC is governed under the Constitution of the Republic of China which was drafted in 1947 before the fall of Mainland China and outlined a government for all of China.
Because it was impossible to hold subsequent elections to represent constituencies on the mainland, representatives elected in 1947-48 held these seats "indefinitely." In June 1990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly, Legislative Yuan, and other bodies.
The aftermath of the 2000 Presidential election and the 2001 legislative election left the ROC fragmented among several political parties.

As to the plaintiffs' claims that the first national referendum, held concurrently with the presidential election, gave Chen an unfair advantage, the court said that whether the referendum and presidential election could be held simultaneously should be determined by the Council of Grand Justices through an interpretation of the Constitution.
In regard to the mysterious shooting of Chen on the eve of election day, the court said there is no evidence to substantiate the plaintiffs' claim that the government kept an unreasonably large number of police and military personnel on duty as a result of the shooting, thereby stripping them of their right to vote.

Pan-Blue presidential candidate Lien Chan (KMT) is a notoriously poor campaigner with high “negative” ratings in public opinion polls; vice presidential hopeful James Soong (PFP) is more skilled and enjoyed higher overall public approval, but his negative ratings with significant segments of the electorate limited his usefulness.
His opponents had to fight the election on his issues, summarized by the slogan, “Taiwan, Yes!” Unable to make Taiwan’s troubled economy or government performance the issue, Lien and Soong spent much of the campaign defending themselves against claims that they were insufficiently committed to Taiwan and too willing to get too close to China.
