RORO vessels have built-in ramps which allow the cargo to be efficiently "rolled on" and "rolled off" the vessel when in port.
While smaller ferries that operate across rivers and other short distances still often have built-in ramps, the term RORO is generally reserved for larger ocean-going vessels.
One of the earliest was Firth of Forth ferry in Scotland which started in 1851 and operated for nearly forty years, until the completion of the Forth Bridge.

Well, I'm not sure what the overall European situation is but I think after the Estonia tragedy in '94 they either introduced some more strict regulations regarding RORO ferries in Germany or banned them alltogether.
