The main difference between PSO and RPSO is the propagation mechanism to determine new positions for a particle in the search space.
RPSO is capable to find global optima in more complex search spaces.
On the other hand, compared to PSO it may be slower on certain types of optimization problems.

RPSO officers, like VPSO officers, will be allowed and encouraged to remain in the same area and not be required to move around the state like Troopers are required to do.
The RPSO differs from the VPSO in that the regional officers will be state employees; they will be part of the Department of Public Safety and will participate in the state's retirement system.
Individuals on probation and parole will be allowed to serve within their own community rather than being forced to reside in larger more hostile situations where the individual does not have family support and is more likely to develop recurring problems.

Predicted proteins encoded by this sequence were found to have 86% identity with ribosomal protein S15 and polynucleotide phosphorylase from E. coli, and the genes were called rpsO and pnp, respectively.
The increase in the level of pnp mRNA at 9 degrees C was not due to any relative increase in its stability compared with that of the rpsO transcript.

The court has clearly opined that unless it is not proved that the person was aware of the law, he is not liable to be punished.
This argument may be somewhat relevant (but not completely) with regard to the offence under Section 6(3) of the RPSO but it seems that the court applied this interpretation with regard to other offences as well.
The judgment of the High Court should have altered the prosecution as to what material was required and when the matter was remanded by the Supreme Court for retrial it was the opportunity for the prosecution to cover that weakness which was not done.
