The RSHA, or Reichssicherheitshauptamt (Reich Security Main Office), was a subordinate organization of the SS created by Heinrich Himmler on September 22, 1939, through the merger of the Sicherheitsdienst (SD, or Security Agency), the Gestapo (Secret State Police) and the Kriminalpolizei (Criminal Police).
The first director of the RSHA was Reinhard Heydrich, who led the organization until his assassination on June 4, 1942.
The director of the RSHA oversaw the Einsatzgruppen death squads that followed the invasion forces of the German army into the eastern territories.

Heydrich was initially the head of the SD but later was head of the RSHA that he helped to develop.
In 1944 the RSHA consisted of the following departments 'Personal, Ausbildung, Organistation' (led by Ehrlinger), 'Haushalt and Wirtschaft' (led by Spacil), the SD (led by Ohlendorf for German areas and Schellenberg for abroad), 'Verbrechersbekaempfung/Kripo' (led by Nebe), 'Gegnererforschofung/GEheime STaats POlizei' (by Mueller) and 'Weltanschauliche Forschung' (by Dittel).
The 'Einsatzgruppen' were directly placed under the head of the RSHA (first Heydrich and later Kaltenbrunner).

An RSHA order issued during Kaltenbrunner's regime established the "Bullet Decree," under which certain escaped prisoners of war who were recaptured were taken to Mauthausen and shot.
During the period in which Kaltenbrunner was head of the RSHA, the Gestapo and SD in occupied territories continued the murder and ill-treatment of the population, using methods which included torture and confinement in concentration camps, usually under orders to which Kaltenbrunner's name was signed.
The Gestapo was responsible for enforcing a rigid labor discipline on the slave laborers and Kaltenbrunner established a series of labor reformatory camps for this purpose.

The creation of the RSHA represented the formalisation, at the top level, of the relationship under which the SD served as the intelligence agency for the Security Police.
A special detachment from Gestapo headquarters in the RSHA was used to arrange for the deportation of Jews from Axis satellites to Germany for the "final solution." Local offices of the Security Police and SD played an important role in the German administration of occupied territories.

The RSHA, an SS organization which incorporated security, intelligence and criminal police work, was run by Heydrich.
The conference to be held at Wannsee was initially scheduled for December 9th, however, the Japanese attack on Pearl Harbor and the German reactionary declaration of war provoked a delay.
In the minds of the Germans, this belief justified all their actions and provided them with the validation they needed to continue doing it until they were victorious.

A closer examination of the Note of June 5 and a comparison with the RSHA letter of June 23, 1942 shows that the Note is a sort of plagiarism of the letter of June 23.
Evidently some of the RSHA's June 23 requests for modification did not lend themselves well to the gassing theory and so they were left out.
Besides, internal notes jotted by members of the RSHA onto the back of Gaubschat's letter of May 14, 1942 confirm that the RSHA decided to dispense with the removable grate and agreed to "production as to date".
