RSS 0.91 is the simplified RSS version released by Netscape, and also the version number of the simplified version championed by Dave Winer from Userland.com.
RSS 0.92 through 0.94 are expansions of the RSS 0.91 format, which are (in theory at least) all compatible with each other and with Winer's version of RSS 0.91, but are not compatible with RSS 0.90.

Making RSS feeds doesn't seem to be the challenge--you simply write up an XML file in a particular format, of which there are thousands of samples available on the web, but everywhere I go this is the only information I can find.
There are sites that provide modules for getting RSS feeds to display on your website, but they are either buggy, or require knowledge of databases, or only explain what to do, not how to do, none of which I'm able to figure out.
This is stated explicitly in the official RSS 2.0 specification http://blogs.law.harvard.edu/tech/rss.
