 Electronic Map of Ethnopolitical Conflict
Parts of the programmes of RTV Slovenia are submitted in accordance with the procedure determined by the Minister of Culture; the way and the procedure prescribed for the submission of the works that are financed by the budget of the Republic must be taken into consideration.
Editors-in-chief shall be appointed and dismissed by the Council of the RTV Slovenia on the basis of a public invitation for applications and with preliminary consent of the presidency of editorial-production units.
The responsibility for RTV programmes or parts of a programme (broadcast) that are component parts of the Slovene RTV organization is borne according to this law by the Editor-in-Chief of the programme which broadcasts a foreign programme.

The Basic Constitutional Charter on the Independence and Sovereignty of the Republic of Slovenia was proclaimed on 25 June 1991, and the Constitution of the Republic of Slovenia was promulgated on 23 December 1991.
Slovenia's Constitution is based on "human rights and privileges and on the basic and unlimited right of the Slovenian nation to self-determination..." (The Basic Constitutional Charter on the Independence and Sovereignty of the Republic of Slovenia).
It is nominated by the Parliament of the Republic of Slovenia on the proposal of the Slovenian Cultural Assembly and the Ministry of Culture.

On one hand, Slovenia experienced a real boom of new radio and television programmes in the last decade (elsewhere in Europe, there are few areas with so many radio and television programmes operating in such a small area) while, on the other hand, there are too few political-informative dailies and magazines.
Slovenia has signed the European Convention on Transfrontier Television and is practically carrying out in full the directives of the so-called TV Directive of the European Union.
The public institution RTV Slovenia is managed by a special council, most of whose members are elected by civil society representatives, one-fifth by the Parliament, and one-tenth by the employees of the institution.

Agreement between the Government of the Republic of Slovenia and the Government of the Republic of Austria on Co-operation in the Fields of Culture, Education and Science, was signed in Ljubljana on 30 April 2001.
This activity has been provided by RTV Slovenia “chiefly through its units based in Maribor, Koper and Lendava and through the local channels of Murski Val based in Murska Sobota (...).” The minority channels must be broadcast in 90% of the territory inhabited by the Italian and Hungarian national communities.
RTV Slovenia acquires part of the funding necessary for the creation, production, broadcasting and transmission of minority channels from the state budget and the rest from RTV Slovenia income.

Slovenia and six other countries were invited to join NATO as the Alliance began a two-day summit in Prague.
Slovenia's invitation to NATO is a recognition of Slovenia's efforts in the past years, said FM Dimitrij Rupel in a debate on TV Slovenija, which also featured Defence Minister Anton Grizold and two NATO opposers, Ljubljana University Chancellor Joze Mencinger and young researcher at the Ljubljana Faculty of Arts Marta Gregoric.
Slovenia and NATO following the Prague summit was discussed at a panel held at the Faculty of Social Sciences in Ljubljana, attended by Defence Minister Anton Grizold and several Ljubljana University professors.

About this TV Radio-television Slovenia is according to the law (lex specialis) passed on April 8, 1994 "a public institution performing public service in the field of radio and television activities governed by this law and other activities in conformity with the law and the statutes".
RTV Slovenia is obliged to adhere to European standards as laid down in the European Convention on Transfrontier Television of the Council of Europe and the Guidelines on Electronic Media of the European Union.
The overall production of TV Slovenia including both channels of TV Slovenia, the regional programmes for the Italian and Hungarian community, regional programmes in Slovene and those for foreign audiences amounts to approximately 14,000 minutes of television programmes (data for the year 2003).

The law on the media promulgated in 1994 guarantees state support for the development of non-commercial public media, which are essential for the preservation of the identity of the Slovene nation, as well as media for the use of the Italian and Hungarian minorities, and for those with impaired vision and hearing.
In Slovenia there are 72 non-stop radio stations, which transmit 71,500 minutes from 43 commercial, 24 local, regional and non-commercial programme services, 15 services for Slovenes abroad, 2 student and 8 public radio services.

Slovenia is a parliamentary democracy and constitutional republic.
The Constitution provides that "the status and special rights of Gypsy communities living in Slovenia shall be such as are determined by statute." By year's end, Parliament had not enacted laws to establish such rights for the Roma community; however, the Government and Roma representatives have discussed possible legislation for several years.
In its June 2 report on Slovenia, the CERD expressed concern that discriminatory attitudes and practices against the Roma may persist and that the distinction between "indigenous" Roma and "new" Roma may give rise to new discrimination.

Simoniti on 6 April announced that he was delaying a cabinet vote on the bill so that he would have more time to discuss the changes with the trade union of RTV Slovenia¹s journalists and its management.
Marko Milosavljevic, a professor of media studies at Ljubljana university's faculty of social sciences, warned on the same day that the delay was only a tactical move to give the impression that a dialogue with the journalists was sought and that the dialogue had produced some changes.
Under the new system, the state will have control over almost all managerial bodies at RTV Slovenia: it will have a majority in the programming council and the supervisory board, while it will also have control over the director general, who will be appointed by the state and will have broad responsibilities.

As a student, Gregor Krajc began work in the central editorial office of Radio Slovenia, and during his studies he also collaborated in the creation of the Entertainment Programme of TV Slovenia.
Krajc already held the post of head of the Government PR and Media Office from the end of 2002 to mid-2003 and was then appointed chief government spokesperson, a position he held until the end of 2004.
The Government of Republic of Slovenia appointed Gregor Krajc the acting director effective as of 1 January 2006 and the director as of 20 April 2006.
